On January 6, the SASAC approved the merger between China Unicom and China Netcom in its "Reply to Issues Regarding the Merger between China Netcom and China Unicom"(State Asset Reform No.1). After the merger, the new company will use the name of "China United Network Communications Group Co., Ltd." ("China Unicom" for short). China Unicom will inherit all the assets, claims, liabilities and businesses of the former China Unicom and the former China Netcom. The former China Netcom will be absolved in accordance with the law.

China Unicom was awarded a WCDMA license to run 3G mobile communications services.
In January, the CPC Central Committee decided to establish the CPC Party Group within China Unicom, with Mr. Chang Xiaobing as the Secretary of the Party Group.The CPC Central Committee decided to appoint Mr. Chang Xiaobing and Mr. Lu Yimin as Chairman and General Manager of China Unicom respectively.
In January, the CPC Committee of the SASAC decided to appoint Mr. Lu Yimin and Mr. Zuo Xunsheng as Deputy Secretaries of the Party Group of China Unicom, and Mr. Tong Jilu as Member of the Party Group, Ms. Li Jianguo as Member of the Party Group and Head of the Discipline Inspection Team of the Party Group, Mr. Pei Aihua, Mr. Zhao Jidong, Mr. Li Fushen, Mr. Li Gang, Mr. Zhang Junan and Mr. Jiang Zhengxin as Members of the Party Group. The SASAC decided to appoint Mr. Lu Yimin and Mr. Zuo Xunsheng as Vice Chairmen and Mr. Tong Jilu as Board Director of China Unicom.

On February 13, in accordance with the Notice Regarding Appointment of Chang Xiaobing and Lu Yimin issued by the State Council of P.R.C and the Notice Regarding Appointment of Zuo Xunsheng and Other Seven Leaders issued by the SSAC, the board meeting of China Unicom approved Mr. Chang Xiaobing to be Chairman, Mr. Lu Yimin to be General Manager, Mr. Zuo Xunsheng to be Deputy General Manager, Mr. Tong Jilu to be Deputy General Manager and Chief Accountant, and Mr. Pei Aihua, Mr. Zhao Jidong, Mr. Li Fushen, Mr. Li Gang, Mr. Zhang Junan and Mr. Jiang Zhengxin to be Deputy General Managers of China Unicom .

On March 29, China Unicom was ranked among top 10 of the CECA-initiated "2008 Top 500 Chinese Enterprises in Leading IT Applications", and won the "Award for Best Innovative Management" and the "Award for Best Human Resources Management".

On April 28, China Unicom held a press conference in Beijing to launch its full service brand "WO". As the core brand of China Unicom, WO will cover China Unicom's full range of products, businesses, services and packages to provide full service to individual customers, family customers and group customers in the 3G era. The launch of WO is a significant step for China Unicom to evolve from multi-brand to full service brand under the corporate flagship.
In April, the Ministry of Industry and Information Technology renewed the basic telecom business license and the value-added telecom business license to China Unicom, which covered all the previous telecom businesses permitted for operation by the former China Unicom and the former China Netcom.

On May 17, China Unicom officially launched its 3G commercial test in 55 cities. On the same day, online 3G customer service was launched via China Unicom's Online Business Hall to handle customer inquiries with regard to 3G products, tariff packages, network coverage, value-added services and international roaming. New features were provided to the "186 Experience" users, such as balance inquiry, account recharge and service application, etc..
